Just an idea I had that combines CTF with the scouting mobile up north.
My assumption is you could add the code on scouts that allow them to narrate onto the CTF leader.

Replace the s gap scout and the scout near goat and the scout near thakandar with CTF, add the narrating mobile to these and the CTF winding. Then give some interesting load to these CTF mobs, maybe a % chit that gives QP?

Agree, more scouts -> more pk notifications -> more chances of pk!
