FIXED: Ragan loading solo?

Seen this 3x in 3 days, at play times that seem very unlikely he was recently cleared.

R HP:Hurt MV:Fresh > A Shallow Depression
Here within a shallow depression of twisted scrub and rotting trees, the
ground is laden with rough, gray rocks. Rocks jut out of the ground among
the twisted scrub and mutated trees. An overgrown footpath leads up towards
the foothills near Tarwin's Gap.
[ obvious exits: U ]
A Tairen bloodstock stallion stands here, tail swaying with the breeze, being ridden by you.

Ragan is not loading solo, the scouts are being killed off. However now this is just stupid . . .

Edit 2. Make that 15. If it is not broke, please don't fix it :(

It was broken, though. If the scouts were simply being killed off, they should have been repopping like normal at zone repop. They were not. Every time I went to Ragan over the span of this happening, he was without any mobs. Obviously, the fix wasn't quite correct, but there is 0 chance he was not broken before as well.

Can't they just be made to load even if he is alive? Obviously, that is made a lot harder by the variable load spot, but when they are killed off and he is left alive, if they never repop he is made basically useless as a patrol, and it's not like LS can just kill him off and force a repop.

Pretty sure this is how it used to be when Elysia changed it a while back? Or is Feneon saying he only pops mobs if the smob itself is dead? Currently he seems to be solo all the time, which has been pretty poor for PK. With LS now too powerful for a reasonable backup location north of Winding Commander or Dusty, combine with fat trolloc legs, and you get a recipe for sad PKers.

I'm all for making them pop regardless of what Ragan's status is - but shouldn't this be fixable by the sad PKers? Either don't kill off his mobs to make him useless, or finish the job - but he's being intentionally crippled by DS to prevent him being a reasonable backup location. Surprisingly, this has consequences for PK.
