Nor something that I think is a good idea. Channies are like rogues - good in small quantities, make absolute dung PK with a lot of them. The solution is not trying to police who gets to PK based on who's already out there, but just by reacting appropriately - if the PK is crap because there are 5 rogues/FCs and it's stupid, go in, try again later.
