Quest 3 is impossible to complete as the mob that is suppose to be in Caemlyn is missing. (I tried and was told same by Taul and Timmee)

Possible Quest 4 is also broken as no Rising Sun I have talked to has been able to complete it.

Quest 3 - The woman that it leads you to in Caemyln was removed at the time when Morgase was kidnapped what some 6-7 years ago. Its been broken for a very very long time.
