FIXED: Dusty Tower Elites

I don't have a log since this occurred a week ago and I didn't think about it at the time.

There may be some sort of mismatch between Dusty Tower elite mobs' sheath and their weapon. They have that new javelin sheath, but I don't think they draw their sword and therefore the mobs fight barehanded.

Killed some of these the other day. If they load the new javelin sheath they don't wield a sword. If they don't use that they do.
