view of the outer city, and this just makes you appreciate the older inner
city all the more. A large banner hangs nearby, depicting a map of
Caemlyn's outer city.

The punishment is easy. Make their clan list visible and rename them the Lugard Volunteer Patrol. Rename their clan cloak a black coat with big shiny brass buttons.
