Figured it out! If a shop deals in "medium blades" and it buys a medium blade, it will then sell it. My educated suspicion is that if it had been a heron long, it would've have been for sale after. Unfortunately I don't think there's a way for players to see what a shop deals in.
Shops can't be flagged to deal in -all- varieties of items, so it's always a choice, which is also influenced by what it should be able to mend. E.g. armor, shields etc. So, still not a bug.
As for its price, my guess is that it's still the price that was set around 1998 or whenever this item was made. As a warning, it's not the only high end item that has a far lower price than one would expect. Item pricing/balance is not something we routinely look at either and even if we did, every time we tinkered with weapons it was expressly forbidden to even think about adjusting rares, so it wouldn't have been picked up on either. It is what it is.
