Newbie Quests Issues - Clive/Ross/Ferris/Miloh
Recently, I've been running through a lot of the newbie quest givers to update some wiki pages. First off, they've been very interesting and I have been having a ton of fun! A big thanks to whoever put in the work to make these quests. I did notice a few inconsistencies that are either not working quite right or may not be intended. I'll create a separate reply below for each of them so that they're easier to keep track of.
I understand that of few of these may be due to the limitations of mobol but it would be great to get some clarification.

WHO: Clive
WHAT: Quest 4 (weapon practice) reward can be obtained multiple times. Expected: One-time reward enforced (like Ross, Ferris, Miloh)
WHEN: n/a
WHERE and HOW: Include a log showing the room name, and the full sequence that clearly shows the problem.
This can be replicated by creating a new character, going 2d, and saying the appropriate phrase. No prerequisite quests need to be completed. Clive may or may not give repeat rewards for other quests (not tested)

The Village of Kintara
The packed dirt of the road is just wide enough for two wagons to pass
through. Dust rises along the road with every gust of wind or movement
along it. A few leagues north up the road, the high walls of Caemlyn can be
seen, while south the road leads through the village and on into the Hills
of Kintara. A sign hangs outside a building to the west and from the east
the smell of fresh bread drifts on the breeze.

Room 7n1w2n1e1n1d1e1n1e from Tear North Gate, Wading in the Reeds
A new player would either need high level help to kill the serpent (rare that far south) or high enough levels of search to open 'reeds' quickly without getting aggroed (unknown amount). I waited around 20-30 minutes and the serpent didn't move. I suspect this quest was implemented back when two-headeds were much lower level.

The water is peppered with sparse patches of vegetation. A mild current still
exists, pulling in every direction. Long streaks of green vines pierce the
black depths of the water below. The swamp bends back to the southwest and
follows eastwards where the current slows. A dense forest of trees stands to
the north.

I confirmed also that Miloh accepts and rewards for all 5 quest turn-ins, including hillman bounties, to players above the maximum level (presumably 30?). Expected that the maximum level would be enforced.
Clive responds to some (Quest 3, lantern, no reward) but not all turn-ins when the player is too high level. Unsure about Ross/Ferris
