EXPLAINED: Issuable Mobs and Wisdoms
It seems, after Tear tried to create a treaty with Wisdoms, that this wasn’t an option. Wisdoms can’t issue mobs as a neutral clan and also can’t have a treaty. I assume one of these is incorrect?

All of the above are incorrect. Wisdoms are an option for making treaties with.

Note, wrt to the above, you can't initiate treaties with Forresters, Wisdoms, Gleemen, Illuminators or secret clans, due to the mobs being full. I will likely make it so that the non-secret clans can always issue, whether there is a treaty or not.

This means that if you are neutral clan, such as Forresters, Gleemen, Illuminators, Legion or Wisdoms, you can still issue anywhere, treaty or not.
Sounds like maybe there’s a bug, if Raquel actually isn’t able to issue a mob anywhere?

No, because it was changed when the liaison quests came in. A bunch of clans could issue regardless, or not at all, which means they would get top qps for quests, or always the lower non-treaty rung. Now every clan is equal in that regard.
Wisdoms are an option for making a treaty with, the mobol is there. Clans without barracks just can't reciprocate.
