It's a ls bonus for humans (only when non riding). To make up for a lack of moves there's a percentage chance that your defense status high even when bashed. Pretty low percentage though and again only works when not riding which is pretty rare for humans.

Not sure if you are trolling or not :p Its a 0 round bash, human will sit in the room he flees into, but is basically untouchable - never seen a dodger get hit, but combo users do get hit sometimes I think?, until the two rounds are up, happens somewhat often

This has nothing to do with perks.
Bash does a tiny bit of damage. Thus the landed bash sets off the autoflee, person flees to an adjacent room, but will sit for 2 rounds due to bash that landed. For some reason that triggers a basical invulnerability for those 2 rounds to melee hits.
The bashed person sits down though for 2 rounds, a quick stab/charge van kill him/her.
This is not a side bonus, it works for all sides as far as I know and in my opinion it is majorly annoying :P

Haven't tested on dismounted fades but I assume you don't get this because you have good move already..
