You can still post as a name and shame, dead man tell no tale just refers to not being able to warrant or take in game actions against whoever killed you if there were no witnesses. Yeah thats pretty shitty form if PK had been going a bit. Shame to see stuff like this, he is usually a decent guy. But I guess whoever just needs to sleepstab him during crossrace
