It appears the footwear broker may be running a bit of a con, taking money, saying a deal has been made, and then not handing over the gear. This happened twice.

I should note that I had no problems purchasing from the armwear and handwear brokers, so this is hopefully specific to this one mob. And I was not overloaded on weight.
