Last I heard the Lancers were in approval of this treaty.

Last I heard this hadn't been discussed since July of last year and barely any of us had posted. The thread length is approximately 1.5 pages with lots of unanswered questions.
I think the Imms will have to make choices that are in the best interest of the game. I think overhauling Fal Dara would be a major endeavor that could easily:
(1) fail do to player personalities or the fact that Lancers prefer Tower to Seanchan
(2) do nothing (because there really aren't that many Seanchan coming north)
If the Imms want to give Seanchan some northern mob support my advice/suggestion would be:
(1) Make Lockshear Militia non-aggro to Seanchan. These mobs don't really belong to Fal Dara... (though they do warrant those who kill them). Shops would probably still be aggro since merchant guards are a generic mob.
(2) Make the Malfeasor guardians non-aggro to Seanchan.
(3) Pick a few out of the way places to put some kaf.
(4) I'm under the impression the rugged angry rangers Shady zone now assist humans. I don't think these mobs are found anywhere else in the game. Let them assist Seanchan also.
(5) Ragan would probably be an easy non-aggro to Seanchan. Kajin is probably a little harder because of the roaming solo mobs in his area.
(6) I'm not sure how the ogier in Stedding work. In the SW corner of the zone there's a small house where 3 ogier and 3 ogier spirits roam. Perhaps a more Seanchan inclined ogier could load there or perhaps the ogier within the bench could assist Seanchan. Just thinking out loud.
(7) Its a terrible zone but give them a few conscripts north of Lockshear.
I don't mean to be cynical - but why burn yourselves out trying to figure out changing Fal Dara when just adding assist to a handful of "light" affiliated mobs to potentially opens doors.

Seanchan will have to respond to the kill human command, otherwise DS PK will be sporadic as no one enjoys 3-way fighting. But is this coding though?

Been awhile, so I figured I'd recap: we all collectively decided to transfer every rank 7+ seanchan to LS and a "Seanchan" clan on LS and delete the rest of them. We'll never forget the peons' sacrifice. Good job guys, look forward to implementation.
