EXPLAINED: Saddlebags disappear
This is what I did to make it disappear:
1. equip horse with high-cantled saddle
2. put items into saddle bag until full capacity
3. equip saddlebag to horse
4. examine horse, making sure it has both items equipped
5. remove saddle from horse
Saddle will be in your inventory, the bag will not be there, nor still on the horse, and the items contained in the bag are probably lost forever.

did you try stable the horse?

Didn't try stabling it, but if you kill the horse, the bag is in the corpse.

Just like when you wear a skin on your belt and remove belt, skin goes to inventory. Don't think its a bug...

Now that I know how to fix it for myself, of course, its no biggie. But some other unfortunate person might not know what to do.

stable the horse and the bag will be on the ground btw. don't have to kill the horse

In my experience the horse must be put down. There just comes that time, when it is too old and eats the saddlebag rather than the carrot. Time to send the horse to Greener Pastures.
