FIXED: light metal javelin at shops (poor condition)

In Cairhien and EF shops light metal javelins are pristine.
In Maradon, Tarren Ferry, Remen, Lockshear shops light metal javelins are at poor condition and after 1 hit it can't be mended.

Some and possibly all of these should be fixed after boot.
