Mercenaries' return.

Years ago, we had mercenaries in a few places who would attack anyone with a warrant. They were low level and nothing more than a nuisance. The prevailing idea back then was for players to enforce their own laws and hunt their own wanteds, or have them pay someone like Thiefbane to handle that. This didn't really work.

At some point, additional content was added for lawless characters and, combined, that just leads to too great an advantage for easy gains with very little downsides.

Thus, mercenaries are making a return. They are higher level and in more cities. You will find them in the city proper, not in palaces or the Tower or Fortress of Light. Currently, they have been put in in all cities, save for Fal Dara. I will leave this post up for a few days so people can be made aware before adding any there. Note: I will likely do the inverse for Fal Dara and putting the mercenary in Fal Dara Keep, so people can avoid being hit when they enter the city low on hps, but will have to risk encountering the mercenary when they opt to go to the Keep. I feel that's a good compromise between gameplay.

Mind: these attack for any warrants. An Illianer with a Tear warrant will be attacked, as will a Sedai with a Child of Light warrant. Their code does not distinguish between warrants.
