Borderguard Yard Sale

Just outside the east gate of Fal Dara, you see a merchant wearing the cape with the markings of the swooping hawk.
These are in general only worn by the soldiers on the field, so you demand from him "Did you steal that cape?"
Not at all enraged, he replies "Good question, no I did not brave soldier".
He gives you a grin and continues "I have been employed by the Borderguard to raise some cash, they are looking to gift Lord Agelmar with a sword worthy of his status".
He beckons to the stall where you see some nice items:

He adds, "All is for sale, looking for cash for the coffers of the Shienaran Lancers, so no trades. Give me your best offer!".
