Yes, struggle timer on charge is a direct connection to your fleelag. The higher your fleelag, the longer your charge timer.
As for your second question, I'm not sure. My top of the head answer though is no. Hress might be able to answer that one better though with the testing he has done.

The number of flees to get the calms message is a direct correlation to flee lag and flee lag reduction as well as the WIL stat.
No idea on WIL affecting charge.
