Can we repeat the gambler quests?

At least the last 4 quests in the new series are repeats. Can we do them again if we complete them in the past?

Not unless you declanned and reclanned elsewhere. The mobs do say they can be completed once, unless stated otherwise. The multi-step quests were built up one by one over the course of years and now that there's a few, one gets swapped out for a new one each year. Nothing more, nothing less.
