Is there a post with a list of all the items available to issue for each clan?
I go on long breaks between play times, and sometimes forget how to issue certain trinks. All clans seem to be different.
ex. issue torc for swordbrother torc at rank 5

I think you should be able to say something like "help" or "instruct me" and get a list of commands, among them being what you can issue.
If not, ask your clan Imm (if you have one) to check and you can make a sticky post on clan forums.

The wiki has a page on clan trinkets

Where known, the individual clan pages also have a list of each clan's trinkets along with the rank required to issue them. As mentioned above, the clan trinkets page has lots of information but is still incomplete.
If desired, I can add a column to the tables on that page to show the Rank required for issuing. Not sure if that's extremely useful, since I am under the impression that the ranks required are pretty standard, but I may be wrong.
As always, I encourage those with the requisite knowledge to add the relevant information where possible. If uncomfortable with Wiki editing and such, feel free to send me information and/or requests, either via message here or on my talk page on the Wiki (user Russ3Z).
