How does the mechanic work where you're engaged by ragen but your stab goes off anyway? Is it cause you didn't get hit? Does it matter if you hit him back successfully?

As long as the mobs don't hit you and the target you're rolling on doesn't hit you, you can successfully complete the stab timer yes.

This specific part where he did hit me was same pulse as the stab timer completed so it was ponr at that point. Otherwise I wouldn't have been able to land as my defense had been broken.
