Ranking in inactive clans

I'm inactive at present, but I still scan forums. This is impacting Tower Guard, but I wondered if it impacts any other clans.
(And it may already have been resolved but there wasn't a lot of discussion)

To the best of my knowledge in most clans only masters and Council can rank. However, a player who goes inactive down to zero will rerank to I suppose anything up to 6. Previously, even inactive players could hang on to their Council flag and perform these duties, but the new inactivity deranking/de-Counciling has removed this "functionality". Tower Guard has not had a lot of masters through time compared to other clans which is likely part of why they are having this issue.

Solutions of enormously variable functionality.
1. Let rank 5-6s rank people below them.
2. Have players just ask their clan master mob to rank them. #easy "move me up in rank, now"
3. Create a very straight forward quest to rank that triggers ranking ie. a fade scalp.
4. Allow players to ask their clan master mob to "Council" them if they are rank 5-6-7-whatever.
5. Something better. Like a really great solution that makes everyone smile.

I agree that clans should be able to be revived by those who are actively playing and that some steps could be taken, and steps like mob driven rank advancement could help.

My suggestion:

1. If there are no active council members and a clan member reranks and is above rank five, they are awarded council status either automatically or by their clan mob by a prompt.

2. Ranking under rank 7 could be done by clan mob, but I think ultimately clans should be able to opt out of this. Clans that are still highly active should be able to manage themselves if they choose. Ranks could have associated quests to ensure they aren't burnt through like Eol suggested.

3. If a clan has less than 3 council members, they should be opted in to adopt automatic ranking or directed to appoint council to more members before they can opt out and continue to self govern.

4. Clans that have less than 3 current members should have steps taken to open up recruitment to enable that clan to be revived. This could include immortal allocated quests.
