Rewards for Rats and Ravens
I am just wondering if people scalp and hand these to the ratter regularly and if not is that because the reward is too low? Is there value in increasing the reward from 4 coppers to a higher number like 10 coppers?

They are still useful for lowbies to earn a bit of coin, though I would advocate for a system similar to what DS has for horse scalps -- a chance of 3x reward on a modest 20%-35% chance.
Due to the ease and safety of being able to get very large amounts of rat and raven scalps, they probably shouldn't get increased too much -- if you want to make real coin, the winding brigands and FD turn in for lockshear trolloc mobs are the way to go.
Obviously, only a few on LS do the brigand farm, and very very few bother with the lockshear trollocs (still better coin to be had elsewhere, and more importantly, much safer)
