Preview: upcoming rent changes

Since there are a bunch of questions about these, I'm going to risk previewing code changes. We normally don't do this because we have no control over whether Flash will approve of them at all, or if he does then when he will review and load them.
1. We are upping the rentable item limit from 40 to 50. We are upping it by an additional +10 for Wisdoms (so 60).
2. We are making long-term rent a 100% instead of 80% discount (> 30 days), so oldbies don't risk eq loss for popping in.
3. We are making long-term rent forgive your rent debt (> 30 days), for the same reason.
We've already reduced rent costs to make them more affordable.
