Clarification on Equipment Return Warranting

So I am ready to warrant EVERYONE, but would like a small clarification first:

I see people not looting sometimes, also because of inky cloaks and other nasty stuff. Or just not picking up ABS when in dodge.
Can I also warrant these people?

I'm guessing that ACTIVELY GOING BACK AFTER PK WITH THE PURPOSE AND INTENT TO RETURN is now a warrantable offense, right?

+1 to OP and added question would be - who is policing this? is it BG clans or imms? (i.e. if it's a 1v1 and no BG saw it, would imms intervene?) If it's us, then in what zones (aka beyond border stones as well?).

Immortals will, but it is a justifiable reason for a player to issue a warrant as well.

I'd say it is to stop players inting into each other and handing back eq to go again and again. Essentially a way to police farming qps.

Does this include same side PK? I’ve killed Jestin and rark quite a bit and feel bad and return their gear. Maybe it’s more same side AFK killing but do the rules still apply?
