Game mechanics requires blanket warrants, otherwise people will abuse game mechanics for particular outcomes.

Fyi, Turak hasn't been doable in over half a decade. Suroth replaced him. Turak sits in a peace-room in Fortress of Light, e.g. not killable.
The cityheads in Falme are either Suroth or Silvak.
