Elysia, just so I am clear. If a White Leopard applicant (or an Eagle squire, *oL apprentice, etc.) turns in a banner to the general, the clan that they are affiliated with but not clanned into will not get the points?

The clan will only get warpoints if someone from that clan turns in the banner or scalps. E.g. if Eagles want points, an Eagle has to turn them in.

Is there any type of system in place to tally up the score on a daily or weekly basis, or is it all manual?

All imm blood, sweat and tears. I couldn't reliably automate it, except in a very limited manner that wouldn't work for multiple factions, so I opted to leave it out as it wouldn't work in several cases.

As has become relevant, a clan has declared war on Tar Valon. We are neutral, as shown in the original post, and do not possess a war office (nor do we wish to have one; our only fight is against the Dark One). However, the city which declared war against us does. How does this work for the logistics of the war they have declared (which we have no intention of partaking in)?

Well, a better question is.. How come Tar Valon gets to participate in these wars without consequence if they really are so neutral?
Take for example the White Tower members who assisted the Red Eagles to kill the general in Amador. They're participating in a war and claiming to be neutral when they clearly are not. Nations should be able to wage war against Tar Valon whether recognized by Tar Valon or not and similar consequences should be apparent. Why should Tar Valon be immune to losing a war?

Yeah got to agree with Yasmin there. The Tower ought not be allowed to actively participate in the war on one hand, then claim immunity when it turns out those actions have consequences....
