Sal Cav doesn't have a council system anymore, all masters are equipped to perform council functions. Active masters:

That's how all clans should be IMO. Masters should run the clan. ABOLISH COUNCIL!

And if all masters go inactive, willing volunteers who haven't yet reached master qps can't do anything. Good plan... not. ;)

In the case of inactive or few masters Council flag are a good use of keeping clan active. Masters should still be able to perform all functions of a council though.
