I mean how would CoL know theres a new novice....or who a ss is unless theyre fighting one or see them. going down wholist warranting people is hardly rpish. Since CoL loves pointing out every time tower rp isnt by the book.

If players want to retroactively do pardons, they can. It would probably be the elegant solution, too.
I'm not going to retroactively change the war rules, though, because that would mean I would also have to go back on the 1st war's rewards being 3 months instead of 6 and that would hardly be fair. Things change on WoTmud, but they usually change going forward, as applying it retroactively means taking something that was promised away from players, which is hardly an environment we want to foster.
Aside from this, one problem is that the previous war didn't have any records on affiliates. Not from the general patties, not always on forums, so applying the pardons retroactively could turn into a massive he-said-she-said, with no evidence either way in some cases. At least under the new system, players will be motivated to be identifiable as an official affiliate so they can hitch the free pardon ride after.
Wrt blanket warranting, I didn't make the decision on that, so you'll have to take that one up with Vampa.

There are a number of Novices and Accepteds who don't have *oL warrants. I got a *oL warrant and an SS warrant with no memory of pking them or even coming across them south of FD :p I rarely even used to go south on this char. Just logged on one day and saw the warrant.

I was blanket warranted as a Novice, having never left the tower before by Hasp. At the time I felt it was unjustified RPishly seeing as I'd never seen a CoL and Hasp had never left Amador yet. I even checked with the Blue Ajah and an Admin because I thought blanket warranting wasn't a thing until I was told differently.
I still think blanket warranting via the who list is ridiculous. Meet the person even for a second before warranting imo. Otherwise you've never actually seen them and could be handing out warrants to John Doe's who don't exist.
Hell, a CoL could run through the Tower Square and take note of everyone seen and warrant them. Fine. That's better than a paper pushing Child from within a Fortress.

The constant crying of a FC being warranted. I apologize that I was given permission to. Warrant or not you are going to get attacked so just be one with the warrant.

OOC : I don't think I've ever actually seen Hasp in person on Synthia and taking my time away from Dreadlords, Trollocs and the Shadow is in itself the work of the Shadow isn't it? Hasp ... the Darkfriend!? (Just kidding of course.) Hasp is the best damn banner general and public relations officer the Children of the Light have ever had. So much so, that he convinces tower members to follow him and die to DS stabbers! (Sorry, just kidding again! I know there was an "RP" aspect to that situation.)
I have seen Reven inside Tar Valon though. So while Hasp's warrant may have been premature, I'll just imagine I got it from Reven instead.
