That's how all clans should be IMO. Masters should run the clan. ABOLISH COUNCIL!

And if all masters go inactive, willing volunteers who haven't yet reached master qps can't do anything. Good plan... not.

Except exactly the same problem can be said of when 3 councillors go inactive. And while council can be changed, this isn't always a simple process.
