In terms of small-scale roleplay, I think the RP requirements to advance have accomplished that.
This is my first Tower character, so I don't know how things were in the past, but QPs are basically an afterthought for me right now. I pretty much only advance via in-game interactions posted to the RP forum, and every other Novice/Accepted is in the same boat.
What this means day to day is that I'm always looking for an interaction worth logging, and I know that anyone I talk to is probably doing the same thing. Even if I'm not looking for something to log right now, the person I'm talking to might be, and me staying in character is an important part of their advancement. As a result, I'm in character pretty much all the time.
Two concrete examples of this:
1) A few days ago I went to the Novice quarters because I needed to be slightly AFK for a few minutes. I walked in on an IC conversation, and even though I wasn't available to participate fully, I stayed completely in character whenever I chimed in. A good thing too, since it ended up getting posted to the RP forum. Not only did I help two other players advance and develop their stories, but I'll probably get a QP out of it.
2) On a separate occasion, I discussed the Tower/Mayene situation with a Novice who seems to be gearing their character toward some kind of political ambitions/involvement. I put on the Accepted hat and affirmed a few of her statements while challenging others. Will it get posted? No idea. Either way, staying in character let us bounce ideas off each other in the context of RP and will probably inform how we both play our characters going forward.

This reminds me, the other day somebody was telling me that lvl 6 ride was enough since I had said I have lvl 7 and I remember saying "But I'm in the Saldaean Cavalry. I feel like I need to have lvl 7 ride. It's just fitting." He said something to the effect "I like your dedication."

Feel like clan pracs was an interesting concept to that effect until we started allowing it as a simple vehicle for min-maxing when we let clans choose whatever they wanted and didn't minimize the list of options to "utility" pracs.

I just never liked that kind of playstyle where you have to optimise the dung out of everything to some AI level where you're basically playing against the imm coding as if that is the last enemy to be vanquished.

I miss clan practices. I agree allowing clans to choose their practice was silly. I think at one point it was allowed to use treasury gold to pay for the changes.
This might be an unpopular opinion, but the idea that -every- clan needs to have a clan practice seems a bit much. Give them to certain clans based on what they were known for doing. Lancers, Saldaean Cavalry, Illian Companions - all known for their horsemanship. Give them Ride. Thiefbane you could say maybe Search or Notice. Ko'bal would probably get Backstab. Give Ghar'ghael Bash. Cure Light Wounds for Yellows. Flame Strike for Greens. Stuff like that. Not everyone needs a bonus. Obvious ones like Gaidin should not get a clan practice. What does a Wall Guard do, for example? Not sure that they would -need- a bonus clan practice.
Reasonableness would have to be practiced too. No one should be giving Shield Parry to a clan full of rogues, for example.
The other thing that I forgot to say was that if this is reimplemented, it should probably be in its original incarnation, where people only got like 50-60%. Not the later version where everyone got 78%.

And many clans already have silly level bonuses
Lancers should get 99 lances for free
And steel-shafted lances in FD weaponsmith. I had a whole argument with an imm about it and they were so hell bent on making us go to cairhien

Does not apply to inactive players idling in rank 8 rooms while DS is dusty :pthpht everesta player offor trying to shame me yesterday!

I believe steel-shafted lances do sell in Maradon (or used to), which is a quick coach away!
