1. The White Tower and Tar Valon strives to be neutral in the wars of men, but it is also important that we protect our citizens whilst maintaining our vigilance in the battle against the Shadow. If you attack anyone except known darkfriends, shadowspawn, Seanchan in our jurisdiction without our prior permission, you will be punished at our discretion.
2. If you are a member of a nation at war and you flee to our jurisdiction bringing the war to us, you will be punished at our discretion. That directive extends to inciting violence through your words, and as such any party found to be in Tar Valon lands while inciting violence may be asked to leave and further sanctions carried out at our discretion.
3. Should one at war be grouped with a Gaidin, Valon Gaurd, Aes Sedai, or other Tar Valon citizen, it should be clear that an attack upon that individual could be construed as a threat of violence against the White Tower. This is not to choose sides in the war, but merely acknowledging that an attack on one we are grouped with puts our own safety at risk and we may be forced to respond to such a threat to our safety with force and further sanctions, not including a warrant, as are fitting. This consideration must be noted most especially when our forces are involved in battle against the Shadow.
Out of impartiality, and in recognition of the particular conflict which has forced us to make this decree , we should note that consideration is given to the sovereign borders of relevant nations, and the decrees noted above would be void in circumstances such as being allied with the Civil Watch in Sheinar or Lancers/Cavalry in Tarabon.
As ever the White Tower urges calm and cooperation in our mutual war against the Shadow, in this we both encourage the nations of man to peace, and offer our services in brokering such an outcome.
