To the Civil Watch of Tarabon

To the Civil Watch:
The Shienaran Lancers do not look lightly on your open hostility towards the nation of Saldaea and her protectors the Saldaean Cavalry. While the initial acts leading to this point were regrettable, the escalation has only been on your part, and it cannot be tolerated to spill into Shienar or the lands the Lancers protect.
Henceforth, all Civil Watch members are temporarily banished from the lands of Shienar and the Blightborder guarded by Shienar. This includes all lands of Shienar south towards the northern entrance of the Long Cut, west towards the border with Kandor, and southeast until the debris-clogged ravine south of Lockshear, as well as all lands contained along the Blightborder north of Shienar.
Any Civil Watch soldier found to be in violation of this banishment will be given one opportunity to leave peacefully. If that person does not leave with all haste possible, a warrant will be given at the discretion of the acting Lancer on duty. No exceptions will be made for any Civil Watch member currently in combat.
This temporary banishment will stand until such a time as this poorly thought out hostility is resolved between the Civil Watch and the Saldaean Cavalry. Any warrants received due to infringing on this banishment will be resolved on a case by case basis by the Lancer Council, but only after the hostility with the Cavalry is at an end.
Any Civil Watch member receiving such a warrant will be hunted by the Lancers if they show themselves in the Borderlands, and will also be a target for the Saldaean Cavalry. No hunting of warranted Civil Watch members by the Lancers will occur outside of the Borderlands unless further cause is given.
This will be effective immediately.
