Treaty between the Winged Guard of Mayene and the Seanchan Empire

On behalf of the First of Mayene, Lady Berelain sur Paendrag Paeron, the Council of the Winged Guard have on this day, the 3rd day of the month of Shaldine, year 1264 entered a treaty with the Seanchan Empire. The details of this treaty are as follows:

Treaty between the Winged Guard of Mayene and the Seanchan Empire


(1) Pardoning

Both parties to this treaty will abide by the following one time pardoning provisions:

(a) the Winged Guard will be pardoned for past crimes against the Seanchan Empire; and

(b) the Seanchan will be pardoned for past crimes against the Winged Guard and Mayene with the following exceptions:

(i) any unclanned Seanchan or oathsworn freeman are not subject to this Treaty. Any pardon requested will be assessed on its own merits but will not be unreasonably withheld.

Any future breach of Law will not fall under these pardoning provisions.



(2) Law

Both parties agree that the following provisions are in effect

(a) Laws of Mayene

(i) The Seanchan will be both subject to, and protected by, the laws of Mayene whilst in Mayene and it lands, with the following exception:

(A) the Thiefbane have hunting rights in Mayene. Any action by the Thiefbane against the Seanchan within Mayene falls outside of the terms of this agreement and any protection afforded by it.

(ii) The Seanchan will abide by the laws of Mayene whilst travelling in the City of Mayene and its surrounding lands;

(iii) The Seanchan are permitted hunting rights within Mayenes territories against those who are specifically warranted for treason against the Seanchan Empire as listed on the Tales of the Crystal Throne (Wanted Post); and

(b) Laws of the Seanchan Empire

(i) The Winged Guard will be both subject to, and protected by, the laws of the Seanchan Empire whilst in Seanchan controlled lands.

(ii) The Winged Guard will abide by the laws of the Seanchan Empire whilst travelling in Seanchan controlled Lands; and

(iii) The Winged Guard are permitted hunting rights within the Seanchan Empires territories against those who are warranted by the Winged Guard.



(3) The Oaths

Mayene shall be viewed as its own territory, free from swearing the Oaths and retain its autonomy for the duration of the Treaty.



(4) Declaration of Independence

Mayene shall be declared an independent nation, separate from Tear, by the Seanchan Empire and affirmation of the borders of Mayene: The city, the rooms outside the city, and the village north of Mayene;



(5) Aid against Tear

The Seanchan Empire will provide aid to the Winged Guard and Mayene against Tear, and possible aid during wars.



(6) Travel

(a) the Winged Guard will be provided access to the Outpost to utilise the Seanchan boat services to Falme and Jafar.

(b) the Seanchan Empire will be provided access to Mayene to utilise the Golden Hawk sea ship.



(7) Term

This treaty will be in effect for a period of 6 months from the date that it is agreed to by both parties after which both parties will have the opportunity to extend, renegotiate or terminate the Treaty.
