Crossrace wait times reduced to 10 minutes.

The old wait time between crossrace character switching was 15 minutes. We're lowering that to 10 minutes to allow people to switch sides and even things up more easily.
In the Rules post, the Known Darkfriend entry, which was also 15 minutes, has been removed, since there are no more darkfriends to begin with.
