Reroll Updates and Grayman Homeland

- I fixed an issue that was causing rerolls to show the "not good enough" message. Essentially, rerolls have a minimum threshold they try to achieve based on your current statsum and some randomness (up to the max for your homeland), and if it didn't achieve this threshold it would throw this error instead. Now, it will always you give the roll, even if it doesn't hit the minimum bar.
- I also noticed that it would just give you the last roll instead of the best roll for that option. Now it gives you the best roll, which should improve the floor for rerolls and make rerolling slightly easier.
- Rerolls are now consumed when the reroll STARTS, not when it ends. This closes a loophole with linkless rent and crashes/reboots avoiding spending the reroll. One consequence of this is also that if e.g., you lose link or the game crashes, now you lose that reroll even if you have not finished the process. No reimbs will be given in these scenarios, so please be sure you do not reroll during a session when you've got very spotty internet, etc.
- Grayman homeland stats were inferior to LS stats, so now they mirror Two Rivers (for rogues) and Illian (for hunters and warriors).
