Ta'veren list is reenabled

The Ta'veren list is reenabled, and secret clan membership will no longer be revealed via the list.
Also fixed the bug where Reaver and Sei'taer would behave inconsistently with regards to showing or not showing the clan of the person (it was checking the ta'veren list's incog status as opposed to the proper list).
