Stilling/Gentling and Fades' Backstab

Some code changes are live:
  1. Aes Sedai may now practice the Still weave. It can only be completing using a circle of three Aes Sedai, and only done in the Traitor's Court in the White Tower. This will allow you to still or gentle other channelers in RP-appropriate situations without MOBOL or imm intervention.
  2. Fades deal 25% less backstab damage than other players. This is to (further) emphasize fades' role as leaders, given their practice and bonus advantages have historically lent themselves extremely well to solo stab setups as opposed to their appropriate role. Stabbing is still possible - you'll just deal less damage. For now, this malus is vs players only.
