It seems there was at least 1 character that still has balefire practiced (it has not been able to be practiced since the new taint revisions, and was never usable by players). While balefire is a very low chance weave replacement effect of very high taint levels, at the point where you would not be able to hide your identity as a male channeler, it is not intended or appropriate to be used on-demand by players.
If you are a character that has balefire practiced for some legacy reason, you can and should request a free reset. Using it will be considered bug abuse.
