Tweaks to LS cityheads

Hi - I added in some experimental mobol to some of the LS cityheads that will cause them to maybe be a little more difficult for DS/SS groups that have channelers to try and farm them. It's an experiment in scaling difficulty and I'll see how it goes. Post logs and feedback! If this is successful, we'll probably expand it to tie it into the politics system on LS. If not, not!

Relatedly, we are going to look at some of the TP awards and tune those down over the coming days. We're starting to see smobbing become the premier way to advance some DS chars, and we want that side to remain primarily incentivized to advance via PK.
