Rent debt and max rentable item limits updated

In addition to the reduction in rent costs, we've made some coded changes to make rent easier to manage:

• Long-term rent (30+ days since last login) now has a 100% rent discount, up from 80% (ie, will pay nothing). This means returning players will no longer log in with rent debt they need to pay off. This change should make it easier for older players who are returning.
• The maximum number of items you can rent with has been increased from 40 to 50.
• Wisdoms get an additional +10 rentable items due to their potion crafting needs, so can rent up to 60 items.
• 103+ imms now have an easier command to clear existing rent debt as needed.
