Code updates: master mobs and bug fixes

Master mobs:
- Masters can no longer order mobs that have an equal or better "boss" already (e.g., a fade can't pull fade patrols apart); the master must be able to order the mob's current leader to be able to order the follower
- We have a coded solution to make masters no longer lose qps for certain master mobs, so we are in the process of updating all issuable master mobs (this will take a bit, there are a lot of them!) to remove the hacky mobol workarounds we had for this before. This means "rally" and "retreat" commands are being removed: instead you can just order them to follow and flee. For master mobs that haven't been updated yet, you'll still use rally and retreat as we work through updating all of them. (Stronger rank 8 master mobs are unchanged and still cost qps on dying.)

Misc fixes:
- Aes Sedai will no longer get the +10 prac Warder bonus if they buy a reset
- Rent helpfiles are updated with info about storing eq
- All references to rangers and thieves in helpfiles are replaced with hunters and rogues, 20-odd years later
