From the rules:
Clan Equipment.
You can issue clan trinkets for your own use only. You cannot issue them to exchange them for cash, or to give them away to other players. Spam issuing is not allowed in any situation.
We have heard chatter, and also seen, some instances where clanned characters are issuing clan gear and giving it to other characters, including characters not in the same clan. Clan gear is for your express use only, whether you think it is valuable or not. Abusing your clan gear can cost you more than quest points; characters can be declanned for this. Please do not issue clan gear of any type or value and then give it away.
