New command to use for trash collectors/ street sweepers.

Trash collectors and street sweepers were dumping their items every few minutes, which is nice if they pick something up inadvertently, but means that a majority of the time they're just running that mobol for no reason. So I downed their automatic dumping frequency and added a response to SAY DROP PLEASE, which will make them go to that city's dump room and drop what they're carrying. Everybody's happy. Well, sort of.
