Tar Valon rogue prac open to all.

Leighandra Sedai has retired and has been replaced by Jimar Chubain. You may know him as the High Captain of the Tower Guard who was investigating the deaths in the Tower that later turn out to have been by Bloodknives.

Since we're a bit earlier in the story, Chubain is not yet High Captain, but an esteemed instructor of the Tower Guard (currently still named Valon Guard). He sits outside the Tower Guard barracks, essentially Coulin's old room and offers rogue pracs to all. Well, except maybe DS. At any rate, all LSers. ;)
