In Bandar Eban and Falme barracks, and in the Panarch's Palace in Tanchico, you will be able to find the local liaison, who will respond to "issue quest".
The local clan(s) will always get the full reward, but members from other clans will get diminished rewards unless someone declared them an ally at the barracks. Please note that using an alt to declare your alts' clans allies is not the way to go. The idea is to encourage politics and to allow clans to gain something from being at good standing with eachother, not for people with the most alts to have it the easiest.
In the coming weeks, the old multi-part gambler quests will be moved to liaison mobs in various cities and new quests added, until every city, including TTC, has one of these liaison mobs with a quest.

The remaining multi-part quests were moved to liaisons in:

Tar Valon (Seanchan silver)
Cairhien (Hawkwing statuette)
Tear (hooded lady needing help)
Mayene (wedding dress)
These will not yet require one to be an ally to receive the full reward, that will go in once these are up for being replaced.
