Bandar Eban no-mob.

The city zone had none. I added one. There's a semi plausable reason in the room desc why guards wouldn't want to go there. :P

On a related note, I was looking at all cities to see how many no-mobs they have. Some have 2-3, others 6-7. There's a few of them with about 11ish no-mobs, one with 17ish and one with even more than that. Since Bandar Eban city had none, it stood out and I added one.
