Tactician's clerk now narrates, Shienar gets Daes clerk

As title suggests. To keep people honest and to make it more clear when someone is hogging pk, the tactician's clerk will now narrate if someone turns in a scalp. Variations include: a puke, a strong puke, a trolloc, a fierce trolloc, a Seanchan, a well-trained Seanchan and one of the Dark One's generals.

The narrate applies to members of all clans, including secret ones, but excludes humans turning in sameside scalps.

Additionally, the tactcian's clerk at Malkier Gate was a holiday feature, but since we realize that people from afar need time to turn things in, Fal Dara now has their own Daes Dae'mar feature: clerk access for 20 gcs per scalp. The Lancers have declined having a politics option, so it's entirely money based.

You pay the assistant 20 gcs, she calls the clerk out and you auto-give ONE scalp to the clerk. He does his usual spiel and awards you. If you want a freebie, there's always your clan base etc.

The Council Chamber
This is the Council Chamber from where Lord Agelmar rules Fal Dara. A large
tapestry of the Grey Owl, the symbol of House Agelmar, is framed by two
windows above Lord Agelmar's chair. A large table, surrounded by chairs,
dominates the room. A sideboard rests along one wall, and a smaller door
leads opens southward.

After talking with Vampa, we decided to change the narrating to non-secret clans only. It's a balance between complete transparency and keeping people's affiliation a secret and there's something to be said for either. Right now, the balance tipped in favor of secret clan turn ins remaining secret.

Every single clerk in the game EXCEPT FAL DARA will now not narrate. FD's one is... being different. Must be something in the water. I blame that communal bathing.
