Whistling/Tawny Merchants

Tried giving it to the tawny merchant north cut zone first, same thing happened. Usually they respond a lot faster and swap to the intended item (Wickedly scythed for this, silver plated for medium). Both times he didn't respond, then auto-wielded the sword. He should respond faster than it took him to wield it based on past experience.
