FIXED: broker pay out bug.

I found out about this bug recently, where it would pay out the wrong amount because mobol is dumb. This could work in people's favor, or against it. Either way, the idea is of course that you're paid out for what you sold, not for what the mobol misread.

I've moved all pay out mobol to a teller on the top floor. It will now respond to PAY OUT WEAPONS or PAY OUT EQUIPMENT and pay out the appropriate amount.

Tried this with no response... teller does now have a blue bean and a black bean in inventory...

Fixed and improved, it should now let you know if you have no outstanding payments, too. You know, instead of leaving you in 'has it been long enough, yet?'-limbo.
